In this non-profit public policy organization, she specializes in consumer policy, covering regulatory issues that include gambling, tobacco harm reduction, cannabis legalization, alcohol, and nutrition.

Michelle is the author of a new study called Perverse Psychology, where she investigates why teen vaping began skyrocketing in 2018 even after years of dramatic declines, massive anti-vaping messaging campaigns by governments and health groups, and increased regulatory scrutiny and pressure. The two discuss the study, her findings, and how she believes the increase was not in spite of anti-vaping efforts; but because of them.
